How to score the vendor comparison

For each question mark 0 when no evidence is provided, 1 when evidence is partial, and 2 when documented and independently demonstrated. Require a named owner, evidence URL and sign-off. There is no universal minimum score: a failure in data ownership, regulatory eligibility, reconciliation or cutover safety may be a veto even if the total is high.
